
At a regular meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York held on Tuesday, January 18, 2005 at 7:00 P.M. there were:

NOTICE
Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 6th day of January, 2005 and the same posted on the 6th day of January, 2005.

Mayor Doster opened the meeting with the Pledge to Allegiance.
APPROVE MINUTES
Motion by Trustee Burkett, seconded by Trustee Reisdorf and unanimously carried the minutes from a regular meeting held on January 4, 2005 be approved as presented.
SALE OF BACKHOE – WATER DEPARTMENT
After discussion regarding selling the backhoe to the Electric Department or using it as a trade-in, motion was made by Trustee Burkett and seconded by Deputy Mayor Ely to grant permission to the Electric Department to purchase the backhoe from the Water Department for $24,500. This motion was defeated upon the following vote:

NEW STREET NAMES
There are two new streets in the Village of Arcade due to housing projects that need to be named. After discussion motion was made by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the Northridge Homes street be named Northridge Drive.
Motion was made by Mayor Doster and seconded by Trustee Reisdorf the Emerling Project street be named Creekside Lane. This motion was approved upon the following vote:

TENTATIVE RAILROAD CEILING RECEIVED
Clerk Offers informed the board that the 2005 Notice of Tentative Railroad Ceiling have been received from the Office of Real Property Services. They have been decreased by $68,617 to $292,005 from last year’s assessments.
REPLACEMENT OF CLERK-TREASURERS POSITION
Motion by Trustee Burkett, seconded by Mayor Doster and unanimously carried the residency requirement be waived as the applicant lives three and one-half road miles from the Village entrance sign.
Motion by Mayor Doster, seconded by Trustee Burkett and unanimously carried that the position of Deputy Village Clerk Temporary be created and that a copy of the New Position Duties Statement be filed with the Wyoming County Civil Service Personnel Officer.
Motion by Mayor Doster, seconded by Trustee Reisdorf and unanimously carried Pamela Beiersdorf be hired as Deputy Village Clerk Temporary effective January 31, 2005 or a subsequent date to allow an ample notice to her employer at a salary of $41,000 with no increase until June 1, 2006.

AUDIT BILLS
Motion by Mayor Doster, seconded by Deputy Mayor Ely and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
PERMISSION TO ATTEND TRAINING
Motion by Deputy Mayor Ely, seconded by Trustee Burkett and unanimously carried permission be granted to Sgt. Biscaro to attend a seminar on Abuse of Prescription Drugs on April 20, 2005 in Erie County.
Motion by Trustee Burkett, seconded by Mayor Doster and unanimously carried Don King and Larry Kilburn be granted permission to attend the MEUA Engineering Workshop in Liverpool, New York on February 2 and 3.
PIONEER GIRL’S BASKETBALL TEAMS COMMUNITY AND WORLD SERVICE PROJECT
Permission was requested by Max Payne to have the Pioneer Girl’s Basketball Teams to use approximately 1/8 mile of the outside lane of east bound Main Street to solicit donations for the Tsunami Relief Fund. They would like to have this fund-raiser on January 22, 2005 from 10:00 a.m. to 1:00 p.m. After discussion with the Police Chief motion was made by Trustee Kosmerl, seconded by Trustee Reisdorf and unanimously carried that permission to support this project be granted.
LIGHTING AT TOPS
Superintendent Kilburn was asked to contact Tops to inform them that the lighting on the gas station still does not meet our lighting standards.
UPDATE OF COMPREHENSIVE PLAN
There was discussion on the adequacy of the Sewer Treatment Plant with the possibility of a new Industrial Park. Superintendent Kilburn has done some preliminary work on obtaining a grant to update the Village’s Comprehensive Plan and look at not only the sewer but water and traffic concerns. The need for grants or funding from the County IDA for a treatment plant addition as a prerequisite for the Indurtrial Park hooking up to Village water and sewer was also discussed.
EXECUTIVE SESSION
Motion by Mayor Doster, seconded by Trustee Burkett and unanimously carried the board enter executive session to discuss a personnel issue with disciplinary action.
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the board exit executive session.
PERMISSION TO ADVERTISE POSITION
Motion by Trustee Kosmerl, seconded by Mayor Doster and unanimously carried Superintendent Kilburn be authorized to begin the process of advertising for the position of Sewer Treatment Plant Trainee.
