Board of Trustees

Trustees are elected to a four year term.  Generally, the board of trustees have management of village property and finances, may create or abolish by resolution local laws to address village concerns consistent with the constitution and New York State laws, shall designate the depositaries for the deposit of moneys received by the village, accept dedicated streets, establish the village clerk's office hours, and may contract for the furnishing of fire protection and emergency services.

The Village of Arcade Board of Trustees meets in the village board room at 7:00 PM on the first and third Tuesday of every  month. Board meetings are open to the public and Village of Arcade residents are encouraged to attend.

Andrew Koerner - Trustee

I have lived in the area my entire life. I currently own a home in the village of Arcade with my wonderful wife Gillian. I am a 2005 graduate of Pioneer High School and a 2007 graduate of Alfred State College. I moved to the village in early 2010 and purchased my house in the summer of 2012. I was appointed to my first term as a Village of Arcade Trustee in the spring of 2012 by Mayor May and currently serve as liaison to the Arcade Fire Dept. and Streets and Parks.

Living in the village of Arcade has been one of the most positive experiences of my life. I enjoy the small town atmosphere and the strong sense of community that the village of Arcade offers to its residents.

As a younger individual I feel I can bring a different point of view to this community in a positive way and hopefully get more people, no matter what their age or opinion, interested and involved in small town government. I also hope to help make decisions that will improve our community and make the local
government agencies run efficiently and smoothly.

Being a Village of Arcade Trustee has been an experience that I have enjoyed since I have started, and plan to keep enjoying and serving my community for years to come.

James McGarvey

James McGarvey - Trustee

Although born in Franklinville, I have made Arcade my home since 1979.  My wife and I have raised four children and now enjoy watching our grandchildren growing and playing safely in this community.

I have gained much experience in the work field from mowing lawns and mopping floors through my school years, to holding administrative positions for heavy equipment in sales/service.  I also had the privilege of working for the Village of Arcade from April 1989 through November 2001 in the Water Dept.  Since 2001 I have been self-employed as a General Contractor serving many businesses and residents in our community and surrounding areas.

I formerly served a term on the Village Board as trustee from 2007 – 2009 and gained a deeper appreciation for the dedication of those who looked to the future of our village. It is a challenging and on-going mission to keep our municipalities updated, and to always seek better opportunities to grow as a thriving community.

In this term as a trustee, I have the same commitment to keep our village financially sound, getting information out to the community, keeping our operations working efficiently and to explore avenues of growth for our merchants.

Ken Rule

Ken Rule - Deputy Mayor

I was born and raised in the Village of Arcade and have lived here my entire life.  I am the father of two children, Derek (attends Rochester Institute of Technology) and Brooke (attends Pioneer Central School).  Since I was sixteen years old, I have worked at my parents business, E. R. Rule and Sons, Inc. and my uncles business, Crabb Oil and Propane, Inc., both located in the Village of Arcade.

I was elected to my first two-year term as Trustee in 2008 and re-elected in 2010.  In April 2010, I was appointed to serve as Deputy Mayor.  Since my tenure on the Village Board, I have been liaison to the Water, Sewer, and Streets and Parks departments and I am currently liaison to the Justice and Police departments.  Working with the various departments has provided me an inside perspective and increased communication and cooperation.

Based on my experiences at the family business and through my social life, I have met and befriended may people who live and/or work in the Village of Arcade.  I believe that the knowledge I've gained has given me a good insight as to what is needed to support and govern the operations of the Village of Arcade.  I look forward to serving this Village for many years.


Donna Schiener - Trustee

I have lived within the village since July of 1984 with my husband Wally, and daughters Colby and Jaycie.  I have always been active within the community with a focus on youth while my children were young as well as promoting local commerce and village activities and festivals.  I was employed by Arcade Dental Arts for 19 years and for the past 18 years have been a real estate appraiser in the capacities of an Appraiser’s Assistant, Licensed and now Certified Residential  Appraiser. 

I was one of the directors for a youth basketball league for 10 years, planned and  chaired the Arcade Winterfest for 8 years and was on the Arcade’s Fabulous 50’s Festival committee for 7 years.  I am currently a member of the Chaffee Sardinia Kiwanis Club and one of the Founders and board members Arcade Area Community Theatre (AACT).  This theatre group was established for the sole purpose of raising funds for non-profit groups and charities as well a providing cultural events within this rural area.  

Always aspiring for a better community, I became a Village Trustee in 2009.  My passion has always been to create and promote a community that is resident and visitor friendly with adequate pedestrian facilities, increased commerce, and extra-curricular events to showcase the historical, safe and fulfilling lifestyle of a small town.  Over the past four years, I have been committed  to the responsibility of budgetary concerns within our government as well as providing quality services to our residents. 

One of my favorite quotes is from Eleanor Roosevelt, “I could not at any age be content to take my place in a corner by the fireside and look on.”   As you can assume, sitting has never been one of my favorite pastimes!
